It really depends a lot on tons of factors. The races involved, the player count and damage potential, remaining wizards, who gets to receive later on, who has decent OTTD options, whether the game will go to overtime if tied, etc., etc. Opponents' teams like skaven and wood elves often make 2-0 while they still have some players, but dwindle throughout a game, allowing a comeback.
I've given up games while still 0-0 or even felt hopeless while 1-0 ahead. I've also had games where I felt I had a good fighting chance when the 2-0 hit.
Example where it didn't hold:
0-2 behind after my receiving half. Ended 3-2 for me.
