Hello everybody,

can Safe Pair of Hands skill be used by a player Knocked Down by a bomb or Wizard's Fireball?

There are no exceptions to how the knock down happens in the skill description.

Thanks! Controlling the ball scatter helps to mitigate the disrupting effect of bombs and fireballs.
