A few skills don't use the (on it's own or as part of a blitz action) qualifier for block actions that work for both.

Block, Tackle, and Wrestle, for instance.

But all skills intended split the use, such as Brawler, or Juggernaught, do so in that phrasing.

So Brawler is a "Block action on its own (but not as part of a Blitz action)", and Jugger is a "Block action as part of a Blitz action (but not on its own)".

Just in general, as you note, Blitz actions specifically include a Block action as part of them, so in general, you can use anything you can do on a Block action during a Blitz action, unless the skill states otherwise.

Makes that qualifier for things like Mighty Blow and other skills irrelevant, but there it is.

Tussock has it correct. If something works on a block but not a blitz it is stated in the skill description.

A Blitz action combines a Move action and a Block action. That Block action performed during a Blitz action is treated as a Block action performed on its own. "The only notable difference is that when a player Blitzes, performing a Block action costs the player one square of their Movement Allowance". (rulebook page 46)

In my opinion, this means that everything written in the rules for "a Block action" is supposed to work for a Block action on its own AND for a Block action during a Blitz action. When that's not the case, this is clearly written (in Juggernaut description, in Brawler desciption, etc...).

No, you're just being dense. GW aren't the most consistent rules writers, and that doesn't help, but this is pretty clear.

In the last edition, there was a difference between a block as part of a Block or Blitz action, and the Block action itself, so the rules differentiated between a block and a Block action. These rules, they've gone way out of their way to eliminate that distinction, not sure why.
