Throwing isnt a particularly good tactic usually, but the best skills for throwing are probably Pass and Accurate. Leader is arguably the best Passing skill though.

For a wood elf thrower, SH, dodge and leader. You have the key rerolls for pick ups and quick snaps and you shouldn't ever need to throw it any further. Plus dodge for either getting away if marked, or for dodging back out after a defensive pick up in a TZ.

Any extra skills are bloat imho.

Iam always a big fan of Hail Mary Pass...it is the best skill to "punt" the ball to the other end and if you are thinking about using this you can have your fast players swarm in next turn to pick up the ball to score....No, this is not a pass to a player, you suck in the other team onto the thrower and then "SEND IT" to the other side where they have no players and reset the match.

I tend to build my Elven Throwers with Leader, Sure Hands, On The Ball, for the 1TTD pass, but maybe I should take Cannoneer on the PA 2+ ones.
About taking the stat boosts: I would like to take stat boosts on Throwers, but I want them to be useful before they reach 18 SPPs (assuming they survive, which is not so sure).

After some thinking, Leader, Cannoneer (if PA 2+ Thrower), Sure Hands, On The Ball could be a good build with Primary skills, in that order.
Cheap rr (which is always handy and versatile), Cannoneer to throw Long Bomb with 75% chance, Sure Hands not to waste a rr for the pick ups, On The Ball to always reach the ball wherever it lands.
Stat boosts are nice too, but getting them takes some time and I don't know how much they are viable when the Season Re-Draft will be on.

Cannoneer before Sure Hands? I like the set of skills but think I would pick Cannoneer last.

dodge (if A access is primary), block, sure hands, leader, kick, guard, accurate, on the ball (if A access is secondary)
