I suspect you're asking the wrong question.
It reads like you're asking "which team improves the most", i.e. which team ends the best compared to how they start. Which people are either going answer with M-access ultrabash (Nurgle, possibly Chaos), potential one-turners (Skaven, Wood Elves) or more unusual teams which are difficult to start but have great potential (Vampires, Slann).
None of these will be good choices for a new player. If you're asking what I suspect you're asking; "What team is good now, and will stay good as it and I develop", the answer is the standard one: Orcs. |

Another good one to start and learn mechanics with remains the Human Team.
They have the basic skills, can get a wide panel of other skills while they progress and can evolve in many playing styles (pass / rush / bash / you name it). |

It really depends on what question you are asking?
Which race will end up with me having a dominant teams that wins a lot of games when i fully develop it?
- Probably Wood Elves
Which race will end up with a dominant team when i fully develop it, that will destroy other teams and win a fair few games?
- Probably Nurgle, maybe chaos.
Which race will be effective at ball winning and game winning at every level as it rises?
- probably Skaven
Which Race can I develop in the most different ways?
- probably Chaos
Which is a god race to learn with that is reasonable competitive at all levels and sizes?
- probably Orcs.
I could go on, and on, and on.
Really the answer is to jump in and play and find which race suits your play style.
Then maybe learn how to ask the question you really need to ask. Because to be honest, the question as you ask it is unanswerable and shows a lack of understanding of the game. |

Most of the teams bghandras doesn't play.
More seriously, all the teams could in principle be fully developed if time investment is no object. It's not impossible to have a Khemri team with this kind of guy.

Another factor is how good the team will be if they roll just normal skills compared to lots of doubles and stats.
Some teams are great with just normal skills such as chaos whilst others run out of good normal skills quite quickly, I'd say dwarfs are a key example. |

If you are looking for variety of choice it has to be Chaos pact who have the greatest range of choice. They have ag4 to start on the Dark Elf move 7 on the Rat & the best choice of Big Guys if you want them. |
