Changing Weather has a much higher probability, as it needs a 3+4, or a 1+6, or a 2+5 and so on. Riots need a 1+2 or 2+1. |

No, no, no.
1. Blitz! is 8.33%, not 16.7%.
2. The number of permutations (out of 36) for each 2d6 result up to 7 is (roll-1). From 7 up, it's (13-roll). For a Blitz! it's (13-10) = 3 out of 36, or 1/12, or 8.333%. For Changing Weather it's (13-7) or (7-1) = 6 out of 36, or 1/6, or 16.667%. |
