You have to first create a group.
Then people can apply to that group. After you have teams in the group you can create a tournament in it, and start it.

Not to mention you can only run tournaments yourself in the league division.

If it's a public group, you can link the league to them and they can apply with a team they've created. If it's a private league, I believe you have to invite the team (that again, they have to create.)

The tournament you start has to have all the applied teams, and you can't make one with less than 4 team, I don't think. Even in a tourney that is one team versus another, you have to create "dummy teams" that each is pitted against and then you (as league admin) forfeit the dummy teams.
