The only team it would have affected was the halfling roster not being able to take 16 players (prior to spike 5). |

I figure it's not much of a difference for regular teams, and going 0-16 allows some freedom to do all-lineman teams I guess.
Could also be meaningful for future rules consistency with some things only having an effect on 0-16 count positionals. |

some teams still have a 0-12 after lrb4 to lrb5 and transition, which is when this change occured.

Usually doesnt make a difference really, just means you can't have a full 16 man goblin squad for underworld for example, you are forced to take a mix.
Also flings have had 0-16 flings since long before this edition |

Yea, I couldn't think of a scenario it mattered other than joke all lino teams.
Did it affect the journeyman rule? |

Journeymen refer to 0-12 or 0-16 positionals, so no. |

They probably realized its no point eliminating the possibility of all linos, for challenge teams, weird leagues and so on. I know two people who run all hobgoblin teams, and i played skeletons in an all lineman league once. Preventing that makes the game less flexible and fun for some people, for no reason what so ever. |
