I'm not sure if it applies to any players other than a Treeman, but since Piling On disappeared they've ony got 5 normal skills available (they've got most of the Strength ones already)
Grab
Break Tackle
Guard
Multiple Block
Juggernaut
What happens (either in the BB rules or on the client) if they reach the 6th skill and don't roll any doubles, or 10-11s? |

I believe if normal skills are all taken then they will get the opportunity to take doubles on normal rolls |

Anyway, most of times players with S access-only either roll a double, get cycled/get crippled/die and therefore retired before reaching Legend, so the lack of skill choices is not a problem. |

You forget that some teams may have limitations and themes which might not retire players (either healthy ones or at all).
Heck.. there even exists (or existed?) league(s) that had such rules.
Edit: yes, it is not good for the team but themed teams rarely travel on the most competent roads anyway |

The Jim Lahey Experience show just how mean you can get without retiring players. SSL, the only way out ... is death!
Plus, not everything is TV-matching, and when it isn't, just being bigger is better, even if it is just a guard/multi/grab roller. |
