To counter putting all the eggs in one basket the skill slots must be reduced and the stat boosts capped.
Even if Officious Ref targeted the best player, the impact on games would be too limited to discourage building stat freaks. |

I think, overall, being sent off on a random event is B.S. & OP'd.
I won't go into specifics, but what I'd like to see, is it re-named to "Argue the Call" or something similar. And at worst, risk being KO'd after a 'fight' w/ the ref. Being, knocked down, stunned or KO'd seems enough for a random events outcome, in so far as it effects the game.
