From what I remember almic it's primarily a combination of 2 factors. Damage done, damage taken. Propensity to hit comes a distant third, this is pretty much derived from the first two anyway, the more likely hitting is to help you the more you hit after all. Norse and Skaven for example can do quite a lot of damage at times, but they're glass cannons. They take a lot of damage as well hence the reason they come under scissors.
You could just as easily say it's style of play, it stands to reason that when teams are good at winning the casualty war they'll do more blocking and less open passing game (rock). A team that is unlikely to win the cas war will more likely try to minimise contact and try to quickly hawk the ball and score (paper). |

It's a metaphor for the Rock, Paper, Scissors game, which is itself a metaphor.
Rock mostly just rolls strait up the pitch and crushes whatever gets in the way.
Paper runs circles around rock, gets the ball way to far away if they can turn it over.
Scissors can catch and rip up paper, but has trouble dodging around rock.
Dynamite is teams that randomly explode and kill everyone, including their own team.
Khemri are rock not because they're tough or dangerous, but because they have no other real game plan than going pretty strait up the pitch and crushing things that get in the way, with fouls.
Norse are scissors because they can smash the light and fast teams, but can't really dodge the rocks too well (or shift the ball if they turn it over).
Dark Elves are paper even though they're quite bashy, because if they pop the ball it's gone, and you need a pretty quick team to catch it, which Rocks are typically not. |

If "Dynamite" can be redefined as "Teams that randomly explode and kill everyone, especially their own team", then the Kroakland Raiders may at least take some solace from being so defined.
