By definition not everyone can cherrypick all the time.
Cherrypicking is not a problem. Ranked was meant to be a division that allows one to choose if one wants to play an opponent or not - always has been and what it has existed for. If you don't like it - play tourneys (either the official ones or those in unranked).
Introducing a forced system would mostly benefit those power play teams loaded with claw/rsc/dp as no-one would be able to dodge 'em anymore - which likely would lead to people avoiding to coach low av teams in a builder oriented setting as ranked is, too.

Truth is we all cherrypick to some degree, I mean realistically, who's gonna accept games vs ClawRSC deathmachine Chaos who never score with their Woodies. No TR/TS formula takes into account lameass gank players who dont play to win. |

You can see your opponent's team prior to play so you can accurately hire wiz or stars.
Halflings and gobbos are to have fun not to win all the matches |

This system do not benefit teams loaded with claw/rsc/dp. You can choose to not to play with them but you must pay a little malus.
So people with teams loaded with claw/rsc/dp will have difficulty to take an opponent |

Then how will that stop cherrypicking? Most people claim not to care about their CR anyway - so if you allow people to dodge games ... they will .

The penalty can be 0,2 in coach ranking, for example |

Why? Why should you pay something if you are not interested...
Hey, you want to buy this car? No? Okay, that will be 50 bucks... |

It is a tax for cherry-pick
You want to cherry-pick? Do it but pay for it in your coach ranking (if you cherry-pick you are not a good coach, don't you?) |

If most people don't care about coach rating (which they don't, according to the polls run on that subject often) - they'll just pay the penalty and move on.

Wait... you mix things up... If I refuse an unfair match, I lose CR? That shouldnt be right...
So if I make killer Chaos, and everybody refuses me, they lose CR? Seems like you help the cherrypickers... |

the truth is you advance cherrypicking when you decide to play every opponent and you advance cherrypicking too, when you play just easy opponents
personally i think the bigger problem are guys playing every opponent, not just because they are the only ones getting cherrypicked... they help to allow to develop teams faster then others...
...on this mentioned idea i'd say... nice but it's finally not the idea of ranked... so open another division or group... solved.... |
