Britnoth whilst this is the most logical explanation, it doesn't follow through as passing the ball states that the ball must end up with one of the moving teams players catching the ball, which obviously is the last thing you want to happen, also TTM is also treated like the ball being passed and, with the clarification in the new rules, a fumble doesn't lead to a turn over.
