Yep, that's part of the client and what's coded there is just what's specified in lrb4 (except for some HCs that are RR'd because they're not implemented at all - like INSPIRATION, etc.)
I think your intuition is very good though and goes one step beyond not having HCs for TR at all in fumbbl-Black-Box, but instead to have HCs applied to match-ups, that the matching-algorithm wasn't able to minimize below a certain threshold.
Whether or not the threshold and the value of the HCs should be relative or absolute (or a combination thereof) is another very interesting question and closely related to what's being discussed here, i think.
Alot of people might not like deviating from lrb, though (and might trigger alot of other change-requests) - while not having HCs at all seems to be perfectly possible technically (client) and acceptable rule-wise (lrb4). |
