When you set up a new group or tourny can you set it so that there is a 1min time limit on turns??

Yes.
When you set up a new tournament you can set a Turn Time limit.

You may want to do a search on the forums though as I'm not sure if all tournament formats support this feature (Although I think Christer recently added support for them all).

I can say for definite however that Scheduled Round Robin and KO tournaments do.
