Base them in a town with no stadium--say, Düsseldorf, convince the local council to pay for the stadium by raising taxes, also pay for it by making it an official Bloodweiser Blood Bowl Awesome Dome. Sell drinks rights to Bugman's Best, watch Bloodweiser sue them. Bribe the Referee Guild to bribe the merchandisers to bribe the teamsters to bribe the chaos cultists to bribe the Lustrian ambassador to bribe the Big Bozz to bribe the Referee Guild, and then take 10% every step of the way as the agent's charge. Then, once all this money has made the new team successful, sell it at an obscene profit and repeat somewhere else.
