Let's assume I joined, but could only play my games from about 0300BBTime and 0900BBTime. Would that actually let me participate or are those unlikely times to get a game in? I don't want to screw someone out of their game because my schedule is so limited.

I would join, some join tournaments even when they have smaller play windows than that

Ranked and blackbox tournaments do not have a "correct" time for playing games. It is for the two coaches matched to arrange a suitable time to get the game played. You should contact your opponent at the earliest opportunity to discuss possible game times. If there are problems finding a suitable time (it sometimes happens), contact the tourney admin _before_ the deadline for that game.
