Currently, teams are given a 1000TV budget for initial setup; if you're wanting to test a build for a tourney, after creating your team with 1000TV, you can then edit it to add more budget, skills, etc.
I've yet to figure out how we handle inducements if both coaches have the same spend on inducements; should be fine most of the time if one of you has a build that's 1200 before inducements and the other is at 1050, but there could be edge cases (eg your opponent has 1195 TV, you're at 1150, were planning on taking Bonber...) - will work it out.
